[Scan-DC] Report small aircraft down in Frederick Co

So many different witness statements it is hard to figure out.  One witness
says it was so low its wheels were about to hit the water before she lost
sight, another claims into the trees in Virginia.  If this plane as at an
airport somewhere, the pilot is going to have some explaining to do.
