[Scan-DC] FLASH Helo Crash FFX

Was it training or something like that?  One I heard a shots fired /
suspect down and it turned out to be training, but there was no way to now
from those transmissions.  The lack of freak out from other units on other
channels in the minutes after was what made me come to the realization.  I
made a post about it locally, but even initially, I was skeptical, as I
formed my post as a question.
