As someone who has an interest on both sides of the issue I will submit two points in response:
1: The cost to many agencies is nothing as the system and subscribers are already encryption capable. It is solely a political decision.
2: When the big one happens (I.e. Active Shooter/Terrorism) the last thing on ones mind is switching channels on a radio. It presents a host of safety issues.
Having said the above I agree their is probably some middle ground short of end to end encryption. Don’t fool yourselves though, as a previous poster stated internet feeds caused this. Most dirt bags aren’t programming and carrying an actual scanner.
