Law enforcement uses the excuse of "Officer Safety" and the easy of monitoring via Smart Phone Apps, but these are just the talking points used by LE to persuade elected officials to appropriate the funding and the "need" for encryption.

The media should know, if they didn't already, the Smart Phone Apps only broadcast the main dispatch channels of LE/Fire/EMS, they do not broadcast tactical channels.  So, if LE wants to avoid being monitored by Smart Phone Apps, move their sensitive transmissions off of the main dispatch channel.  Again, the Smart Phone Apps is just a talking point to get full encryption, elected officials always seem to agree. It isn't their money which is being spent on these million dollar radio systems....thank you Mr. and Mrs Tax Payer!

And one last point, law enforcement has never wanted the media or public to be able to monitor their radio transmissions because they have never wanted you to know what they are doing.  Law enforcement has always wanted, and now has, total control of what information is available to the media and the public regarding their communities...total control is now achieved through the now affordable encryption.
