Are you sure you aren't detecting the emission from the reader?
I think the way the EzPass works is that the device in your car is a
homodyne transmitter that reflects back the signal from the reader
after it modifies the signal in a way that is unique to your device.
At least some of the readers are manufactured by Kapsch, operate in
the 915 MHz range licensed under Section 90.353, with output power
around 1 watt. Search the ULS with Radio Service code LN for
transmitter locations.
Licensees include 95 Express Lanes, LLC , Capital Beltway Express,
LLC, TOLL ROAD INVESTORS PARTNERSHIP II, L.P., etc.
