Perhaps the Fairfax County side requires that a radio affiliate with the
system?

What I have noticed is that I hear them during the day on the Fairfax police
system (VSP1 & 2) then nothing on those channels in the evening. Then in the
evening (not sure of the times) I hear VSP on their regular STARS system.
Very odd.
