No need for conspiracy--please do not go there.  Some people are intrigued
by encryption.
I first encountered encrytion in business bands back in 1980's in CT--it was
used by a towing company and by the PD (but only to tell the dispatcher when
they were making a bathroom call).  Some in this area of Virginia, where he
is located, have gone to simple voice encryption which of course is cheap
and a joke (there is free software on INTERNET).
