Non-conspiratorial theory: They're leasing tower space on conveniently located towers, and the communities are generating badly-needed income in the process. Since it's a business, they'd prefer that others are not listening into their conversations about proprietary business activities, hence the encryption.
Your theory certainly sounds cooler though.

I did some research on this license.
In reference to this license did anyone see the locations?
If you are a radioreference.com subscriber and you lookup the license, if you do a proximity search at each of the locations you canfind some pretty interesting information.
101 S. Monroe Street in Rockville is Montgomery County,Washington Metropolitan Area Transit Aadministration and a State of MD MIEMSS Radio Site and the building according to Googleis known as the Montgomery Executive Office Building.
2300 Broad Street in Richmond is a former Henrico Countyradio site and currently is a Commonwealth of Virginia Radio Site andthe building according to Google hosts the Virginia Dept. of Motor vehicles,amongst other Government entities.
The King George address did not have anything connectedwith it, via radioreference.com or Google.
In the waiver request it said a planned site "Baltimore,MD (planned in very near future)", I would like to see where this site islocated once the waiver gets approved to see if it is at a site like the othersstated above.
I think it might be some sort of government conspiracy radiosystem made to look like a farm radio system. Whoever it is orwhatever it is is very scary and we should probably monitor in those times tosee if the system is active and if there might be some sort of no encryptedcommunications.
Does anyone else have a theory?
