Well it was garbled and sounds like P25 when encrypted, but so does your
explanation where the P25 signal is weak, so maybe. But this whole "farm"
system from King George VA needing coverage in Rockville and Baltimore and
Richmond now has me curious as to what is going on, to say the least. 1400
acres is big, but not that big.
