[Scan-DC] Encrypted P25 on Industrial/Business Pool freqs?

So, I live in upper Mont Co not far from the C&O canal.  As such, river
rescues are not uncommon.  Amongst the local fire and rescue, I also have in
one of my scanner banks the National Park Service.  They operate on digital
as well.  

Great Falls units use 168.3000  and I can hear them just fine from my house.
But Harpers Ferry uses 168.425 which sounds encrypted from my house.  If I
drive north up the river to Brunswick, then Harper's Ferry comes in loud and
clear, but Great Falls now sounds encrypted.  I experience the same thing
with Catoctin National Park above Thurmont 171.725.  I can hear the base
station fine from my house, but the mobiles sound encrypted, till I drive up
towards Thurmont, then everything is loud and clear.  Is it possible that is
what you are encountering?  Just not close enough to mobiles?

I still can't find much info about this farm, especially since it has a
requirement for such a large coverage area.
