You could probably find out more by filing a comment at the FCC's 
waiver proceeding, asking for justification for needing the 
transmitter in Rockville MD.

There is nothing in the FCC license file that indicates encryption 
will be used.  I wonder whether the originator of this thread could 
be certain it was encryption.  It could perhaps have been a form of 
modulation (11K2F3E or 8K10F1E ) that the scanner was not set up to handle.
