[Scan-DC] New secure channel for MCFRS

The EMRC (72) channels are not used for every transport and when used, it is a "call" channel and after the unit tells EMRC who they wan to consul with, they are then referred to a 79 channel with the hospital. 
The main reason to use the 72 channel is that it is recorded, so they can have a transcript if they need it.  also to arrange multiple consults, such as a trauma center and Children's for a peds trauma patient. Joel R Kahn

So what's the point of securing the 79 zone when 
the detailed patient info comes over 72D?
