I had not noted the beginning of the thread.
169.600 is a DC area DOJ IWN (Integrated Wireless Network) frequency used
at:

010	 
User/Location: DOJ IWN Independent Hill (Manassas), VA

WACN: BF58A	Sys ID: 010	Site: 05		Sub-site: 01	NAC:
011	LRA: x
User/Location: DOJ IWN Trade Center One Bldg, Greenbelt, MD

The control channel for both sites rotate and one will ocassionally use
169.600
Next time you hear it, you can check which by using Unitrunker.  I have
logged both location using it many times over the last couple years both as
a control channel and as a P25 voice channel.  You will also hear a carrier
come up for about a second every couple minutes from the same sites.
