[Scan-DC] Nuclear Security Summit

The fed surveillance aircraft (CBP, DEA, FBI) like to fly in
circles... they'll do it for hours continuously if they have to up to
the limits of fuel.  One thing they do is downlink video.  Usually
they're just watching a location or person.
