That is part of the investigation that is still going on. While there were
indications of premeditation, the actual timeline hasn't been worked out
yet. It isn't known if he watched an earlier shot (the Mornin' show runs
from 5 a.m. to 7 a.m.) and headed to the location, or if he saw a promo for
the shot. From the Roanoke Times story: "It remains unclear how Flanagan
knew Parker and Ward were working at Bridgewater Plaza on Wednesday
morning, although WDBJ frequently promotes details about its upcoming
stories.
A worker with Smith Mountain Lake developer Willard Cos., who asked not to
be identified, said he was having coffee in nearby Burnt Chimney about 6:30
a.m. when a car pulled up and the driver, who appeared calm, asked for
directions to Bridgewater Plaza.
That driver was Flanagan, the worker later said." (

>From comments in that story, it sounds like some of the staff at WDBJ were
not happy that the guy was still in Roanoke after he was fired. A former
reporter and anchor, Susan Bahorich, now in Richmond, was reported to have
been contacted by Roanoke police to be on the watch, since she had worked
at the station while the shooter was employed there.
There is still more to come on this, as the Franklin County Sheriff's
Department, with cooperation from other agencies, tries to unravel this
whole mess.
