[Scan-DC] Prince William County issues

The Prince William system (call sign WPHP905)

is licensed for these emissions: 8K10F1D, 8K10F1E, 8K70D1W, 16K8F1E, 9K80D7W
Here is what they mean:
8K70D1W- P25 Linear Simulcast Modulation
8K10F1E- P25 Phase I C4FM voice
8K10F1D- P25 Phase I C4FM data
9K80D7W- P25 2-slot TDMA (Harmonized Differential Quadrature Phase
Shift Keyed modulation - H-DQPSK)
8K10F1W- P25 Phase II subscriber units (Harmonized Continuous Phase
Modulation - H-CPM)
16K8F1E - Encrypted Quantized Voice
So they may be using LSM. If so, you are receiving simultaneous
identical transmissions from different towers that are interfering
with one another at your receive site. You should try receiving at
other locations, including inside PW County near one of their tower locations
