[Scan-DC] Reserve Officers in the DC area

I helped to teach a Standardized Field Sobriety Testing Instructor's Class at the MPDC Academy in Blue Plains this past December.  In the class was a DC Reserve Officer Sergeant.  He was most certainly armed, and in full uniform.  He had been doing it for 20+ years.  Nice guy.
