You are referring to the CBP radio system. "Sector" (as it used be known in the past) is the National Law Enforcement Communications Center, heard as "Charlie-100" on the radio nets. Various other agencies, such as the OIGs you mention, have access to this system.
For frequencies, you will want to refer to the CBP Net or D-Net repeaters. The frequencies can be found on RadioReference.com for some areas or other online sources. You can read more about the CBP network here:
