[Scan-DC] IF DC unencrypts as planned...

Right now all of the DCFD talkgroups seem to be up around 855MHz and are P25 Phase 1. I am not sure if they will switch to Phase 2, when they move to unncrypted. My guess is that the channels in the 850MHz band were all assigned with 12.5MHz channels.
