  A fabulous place will be the roof of the Labor Department (assuming it is open). I had fantastic views with the Shuttle flyover a couple of years ago.  Or, actually on the mall itself - we also had fabulous views and tons of pictures from the 1992 (or was it '93 flyover celebrating Stormin' Norman and the Desert Storm escapades).

Okay, that might not be possible. Expect the whole Mall to be jammed for this. 

The last time there was a flyover, the planes were kept at Culpeper Regional Airport. You might get better pix there.
