[Scan-DC] Mystery Helicopter over Takoma Park area

It looks like a Robinson R44 piston helo. Its a low-price helo, so unlikely
government or military. If it was flying VFR, it wouldn't be in flight
aware. random guess, but it might be under contract for the local
government for GIS mapping.
