[Scan-DC] Mystery Helicopter over Takoma Park area

Flying over Takoma Park and just south of Takoma Park was this helicopter this afternoon.  Never seen it before.  It made multiple passes over the area.

Note the odd device hanging on the side.

Is there anyway to check the archives for Flightaware?  It was directly over me at 3:40 p.m.
