[Scan-DC] Mystery Antenna Key Bridge

I am guessing maybe an old WMATA antenna. Sightseeing Division used to be in the old car barn at the end of the bridge & was there before they redid the road for Whitehurst.  Repeater was in tower of Nat'l Cathedral right next to Red Cross'. We used to cross talk to each other!

It’s been bugging me for years.  This antenna looks to me like a VHF, maybe marine antenna, which is mounted to the side of the Key Bridge at the Whitehurst Freeway.  The cable runs down the side of the bridge and then to???

Any ideas?  Is that for one of the boathouses?  But how did they get to attach it to the bridge?
