How can the congressional parties retreat, they haven't moved forward in over three years......

Both of the two major parties' congressional delegations go on retreats in January or soon thereafter. They used to charter entire trains. I recall seeing the Democrats come back from the Greenbrier in West Virginia via a special train some years back. The events are usually not publicized, both because of negative publicity, and now, security as well.
