Have scanners, do listen.

Ken,

See what I mean.  I use a PSR600 only to monitor STARS and only DGIF
Region 1 LAW 1 mobiles seem unencrypted. However, other DGIF regions
appear to be encrypted.  Today one of the Region 5 GWs, the same one you
probably complained about, had diarerra of the the mic and it was so
annoying I turned off the PSR600..  I was in the process of creating a
new 536 FL file and could not concentrate listening to his annoying
garbeled comms.  I don't mind a few minutes of it but some of the GWs
and STARS techs talk encrypted sometimes for a half hour or longer.

As I type DGIF tg 3220 from Region 3 is at it. I could lock out the
talkgroups and I may but there is the possibility that not all GW
talkgroups users are encrypted.  The dispatcher is in the clear but the
GW mobiles I can hear most all seem to be encrypted.  I may deselect
STARS on the PSR600 and listen on my 996XTs.
