[Scan-DC] DC Fire/EMS switch over

It's quite obvious that this whole thing really doesn't have ANYTHING to do
with "safety" or eavesdropping.  It's mighty odd that they are not
encrypting the ambulance to hospital "H" channels, the channels that carry
the most medical information.  Sure they don't give identities, but they
give everything else.

Yet, big-time departments such as NYC, L.A., Boston and Chicago don't seem
to have a problem keeping most of their transmissions in the clear.
