[Scan-DC] Need help to ID 496.599 MHz

I recorded the audio which when played back has no echo. Also there are
control channels blaring in this range (496.612) so no its not TV, LPFM or
such. Its definite 2-way comms in English.Sounds like a dispatcher and a
mobile unit. Very strong RF at my location.
