[Scan-DC] Intercept exercises - probable USCG

Heard frequently on marine chan 22 sounds like 2 helos going through 
intercept scenarios
Sometimes I got the impression it was a light aircraft and a helo
Always at night and in good visibility
They give position reports relative to one another, (low) altitudes, 
airspeeds, etc
It is all referenced to "Northpoint" which is near Baltimore and the 
site of a battle of War of 1812
In this area (Annapolis) I usually monitor marine channels when mobile 
and when in my shack
