From one of the jurisdictions that sends alerts (no ID info was on the text msg ):

NORAD is conducting their live-fly exercise (FALCON VIRGO) over the National Capital Region next week.  There will be one flight from Midnight to 2:00 am on the 10th.Weather Back up: If the event is cancelled for weather NORAD has scheduled a backup day for the following day for the same flight period.
