US Park Police transmissions were in the clear, and I heard one USPP 
officer claim that the shooter was down.
Possibly this led to premature reporting, but it would not have been 
inaccurate.
USPP might also have been relaying reports of a second shooter.
I also recall a  report of a separate incident across the Anacostia 
that turned out to be unfounded.
It was likely USPP that was the source.
