[Scan-DC] Secret US spy program targeted Americans' cellphones

The aerial photographers are usually flying long straight lines.  The
circles are almost certainly surveillance.  In Houston, I've
identified at least 4 DEA, 5 FBI and 3 CBP surveillance aircraft that
operate with regularity.  The DEA and FBI are up almost every day,
sometimes with multiple aircraft at the same time.

Additionally, there is at least one confirmed Air National Guard
surveillance plane that operates in Houston and works with DEA.  And
don't forget about local LE.  In Texas we have state police fixed wing
aircraft and helicopters that conduct surveillance as well.
