After my experiences covering war stories, my ear is attune to drones and
repeating circles of planes....last summer I noticed a single wing small
plane just doing large 20 minute circles over my Fairfax, VA, house, pretty
big circles...like the beltway to IAD... all day, even at night...for
months.
First I though perhaps some pilot putting on hours to qualify, then I
thought the law enforcement support thing....he was up about 4000+
feet...almost hard to spot, but easily enough to hear...One friend told me
about the local govs that take aerial pix, overlay the images and compare
capital improvements on properties for tax purposes...ok sure, but not at
night..
This story about the "dirt box" kind of rings a bell here... What ever I
noticed was not normal.

opps.
Regarding the "Dirt Box" story, I am thinking the US Marshalls were just
trying to find a perp or two that had a burner phone, but unhad the legal
authority to secure a warrant to use traditional methods of cell/wire
tapping. The US Marshalls are some tough/smart dudes and know just how much
they can get away with, they basically work with and for the judges with
leeway to get their perp.
all just speculation...
