[Scan-DC] Narrowbanding info from today's FCC digest

Seems like WMATA may have a problem.
See para. 45.
While WMATA is eligible to move from the existing T-band frequencies 
to 700 MHz, they can only use 700 MHz frequencies for "the protection 
of safety of life, health, or property."  The existing WMATA T-band 
trunked system is used primarily for routine operations, and only a 
few talkgroups are used for police operations.
