[Scan-DC] Alert Montgomery Emergency Warning System Upgraded

I'm not on the PG system but I receive emails and texts from DC and Montgo.
Since changing to Everbridge, however, emails are lagging several hours
being the texts. A DC alert that was sent around 5pm on Oct. 17, for
example, was received as an email around 8am the next day. I'm seeing the
same problem from Montgo since they changed alert providers. This has
happened a number of times from both governments.
Frankly, when I was in charge of crisis planning for my company, before
retiring, and had to select a multi-platform alerting system the Everbridge
system failed to make the cut.

DC did this first sometime ago, then PG followed suit. If this is the same
"system" that DC and PG are using, and I can't see why not, they were saying
that if you didn't upgrade in a given amount of time, your account would be
purged and you would have to register again. (The actual alerting system
accounts for all three are at everbridge.net).
