[Scan-DC] Alert Montgomery Emergency Warning System Upgraded

The Montgomery notice says that if you don't update your account (the county
prefilled in some info for each old account holder).  Since it is a
different company, I don't see how people would continue to receive alerts
unless they are actively registered. In Gaithersburg, users need to
reregister as well.

user name and password. To take advantage of the new features, or to be able
to access your previous account information in the future and make changes,

password for future access to the system:

By clicking the link above, you will be able to create your new account,
review your existing subscription choices, and update your contact
information to take advantage of new features. Most of your previous Alert
Montgomery choices have been moved from the old system to the new system,
and this information can be updated for a limited time. PLEASE NOTE: the
link above will expire after 72 hours. 

A few important facts about the new Alert Montgomery System: 

Due to significant changes and improvements in weather alerts, there is no
longer one weather group for the entire county. We ask that you review the
many choices of weather alerts and pick the ones most appropriate for you.
You will then receive weather notifications for those selected weather
alerts that affect addresses you entered into the system. You may also
choose to set Quiet Periods for all weather notifications, as weather
notifications will be delivered to any telephone or other delivery methods
you enter into the system. If you do not update this section of the new
system or if you do not enter any address information, you will not receive
automated weather alerts from the new system.

But the October 24 email from Alert Rockville says:

As a current subscriber to Alert Rockville, you will continue to receive
alerts after Oct. 15. However, we urge you to create an account in the new
system to ensure that your information is up to date and to take advantage
of the new options this system provides.
