Alan, if that system is indeed using NXDN, you might want to join 
RadioReference (you are a member, aren't you??) and follow several of 
the threads found here...

There are various iterations of DSD, DSD+ and WinDSD (which, as I 
understand it, is a port of DSD with several options removed) that are 
working on decoding NXDN48 (4800 Baud) and NXDN96 (9600 Baud). You will 
need a discriminator tapped scanner for these apps.

However I would caution that installing and running this software is 
technically challenging; I would not recommend it for casual 
scannists...Mike
