[Scan-DC] Track of Interest over Eastern Shore (anybody hearing this?)

A very interesting story for follow up!  His flight plan was from IL to
Manassas, and he flew almost directly over KHEF, yet he didn't even start to
descend from his 13,000 flight level until he was well over the ocean off of
the MD/VA peninsula.  Personally, makes me wonder if something happened to
the pilot on the way.  Either way, I hope that they will be a happy ending
for the pilot.
