[Scan-DC] Montgomery County TG Question

I've occasionally heard FD dispatches (TG 7A) come through on an 
incident talkgroup (TG 7C).
This is on GRE scanners.
There's no way for scanner listeners to know whether the problem was 
at the encoder or the decoder.
But if you were to post the question in the Maryland forum of 
radioreference.com, you might get a response from the Montgomery 
County FD lieutenant who works at the ECC and sometimes posts there.
