[Scan-DC] Device Attached to Electric Meter

It's a device for providing 120/240 volt service through the meter socket when one wire of the three-wire service line is open.  The box at the bottom contains an autotransformer.  I've heard linemen refer to them as "service savers" (possibly a trade name).  Here's one version:
