[Scan-DC] Device Attached to Electric Meter

It's an odd one ... It's clearly intended to be wheeled out on the hand 
truck for a few feet from the electric meter. A couple of possibilities 
are a battery charger for an electric automobile and the second is a 
transfer switch for a temporary electrical generator.
