Depending on the Size of the Target, they are UHF and some have Repeaters

Typically analog HTs are used.  My VA database shows many different vhf/uhf
frequencies which include specific cities plus statewide frequencies which
can be used with Target being licensed for more than Costco.  Do an FCC
database search by name and state.  Begin by using
151.6250 mhz., 154.5700 mhz. and 154.6000 mhz. with the latter not requiring
a license which unfortunately many others also use.
