[Scan-DC] Report on DC's incident outside E26

This is a few days old, but this official report on the death of a DC man outside the quarters of E26 on Rhode Island Av, NE last month is fascinating reading for anyone involved with fire/ems and emergency communications:  http://apps.washingtonpost.com/g/documents/local/dc-report-death-of-medric-mills/817/

All I can say is WOW....the call-taker, three dispatchers (including the supervisor), a LT, 3 FFs and a proby FF all blew this one.  Only MPDC seemed to have had its act together.
