It's not RadioReference that's to fault, its the DC (& FED) officials that got caught in lies, when a reporter used the RR transcripts to highlight that they did the opposite of what they were claiming they said and did during the rampage.
Remember that DC is under control of Congress, not the local elected figures that try to run the day to day operations. When the Federal Govt (Homeland Security) provides grants for upgrading & purchasing public safety communications, it makes encryption a requirement, in order to qualify for the grants. DC Officials in both Fire/EMS and Police would rather get new equipment and money than argue over public disclosure, which if you follow the news, is a good idea, since most of what they do becomes an embarrassment when it is disclosed to the public. (and I am not just talking about my friend Mr. Barry)
