[Scan-DC] DC DMR Incidient Notification Network?

Might have interest. 

Way back in the day I used to belong to the Md Fire Network based in Baltimore. As a news chaser it was good to have a lot of extra ears 'on my team' as it were. Kinda miss that here. 

So of course the devil would be in the details.
