More likely just to minimize any interference the increased helicopter traffic may have on getting commercial flights in and out safely without having to deal with the ADIZ management.

Listening to some of the ATC traffic at National. They are routing quite a few helicopters into/out of the Anacostia area, including Blackhawks. Quite interesting. Maybe the workload is the reason for the departure stoppage? Hadn't thought about that.

CBS news article says that there is a ground stop on all outgoing flights from DCA due to this incident. Ouch. I can understand if they have credible information that surviving shooter(s) is/are planning to escape via DCA, but otherwise, this seems like a complete over-reaction/security theater to me.
