[Scan-DC] New frequency for KIAD - BUFFR (Also Westminster 5 Arrival into BWI)???

It was changed because of interference from some sort of broadcast 
radio.   I often heard pilots complain about it and in early August I 
heard ATC telling a pilot that the frequency would be changed in the 
coming weeks.
