More: There used to be a pair of amazingly bright quartz or sodium vapor lights aimed at the Masonic Temple. They were situated next to the steps, and anyone sitting on the steps had to look into them while looking to the east. To get around that, you would move east of the lights and position yourself below the top of the steps. When I was at the Temple for the supermoon in June, the lights were gone.

The GW Masonic memorial s closed so no go from the top, but you should be able to sit at the top of the steps facing the Metro Station and look SE.  There may be too much light there, though.
