Exactly. The building is closed, but the grounds are not fenced off (except in the back). It's private property, and I'm not sure anyone has asked the Masons if it's okay to congregate there to watch the launch. Back in June, on the night of the supermoon, dozens of people were there with a host of mobile devices to make videos of the moonrise. I wouldn't be surprised if a hundred people showed up for this launch. As long as no one makes a mess of the place, I can't imagine that the Masons will be upset. 

I used to bicycle over there to sit on the steps and watch sunrises. I was asked many years ago to stop doing that. I complied.

The view toward Wallops Island is over downtown Alexandria, but the trajectory is high enough that the launch should be visible.

I'll get there on a bike. I just put fresh cells in my headlight last night. I had no idea that headlight could be so bright.

The GW Masonic memorial s closed so no go from the top, but you should be able to sit at the top of the steps facing the Metro Station and look SE.  There may be too much light there, though.
