The possibility of a cargo ship - or even a pleasure yacht - firing cruise 
missiles from containers or other hidden launchers is very real. Asymetric 
warfare has taught us (or should have) that when faced with overpowering 
force, an enemy will resort to tactics that would be considered under normal 
circumstances to be insane. Firing a cruise missile from just off shore 
would shorten the response time of whatever defenses we might have to the 
point where the missile(s) could get through. While the blimbs can be 
misused/retargeted, having them up watching for real threats, not waging 
political vendettas, is a good thing.

JMHO YMMV (Just my humble opinion. You milage may vary.)

Do you really think they are worried about cruise missiles? This is just 
another domestic surveillance platform.
