[Scan-DC] Pre-Programmed Frequencies for DC Metro Area

I think that just about all of the trunked systems in the DC area are now
digital. Off the top of my head, you have to go all the way down to Saint
Mary's or Calvert County before you hear any analog trunked systems.
You're pretty much left with very few conventional like USPP and USCP.
